26 Oper ational enviro nment Education The population’s standard of education is high: Of people aged 15 or over, about 42 percent have completed further (post-16) education and about 28 percent have a higher education qualification. It is common to know at least one foreign language, the most common being English. According to everyman’s rights, you can pick berries and mushrooms and walk, cycle or ski in forests. You are not allowed to enter private yards or gardens. Fishing requires a permit, apart from angling and ice fishing. Hunting also requires a permit. Everyman’s rights do not permit you to litter, harm trees or vegetation, drive a motor vehicle without the landowner’s permission, or build temporary structures.
